Shape / shp and missing SBN SBX-files

Is there a reason when exporting shapefiles that SBN and SBX files is not created. These are index-files according to:
http://shapelib.maptools.org/
and
http://shapelib.maptools.org/dl/shapefile.pdf
Just wonder if these are necessary to open the shapefiles in other software and if GM can create them in the future.

Those are spatial index files used mainly by ESRI. They are not required to open a Shapefile in any software. I don't even think that the SBN and SBX formats are publicly specified. They are not in the base Shapefile specification.
