Clone a tiff layer/ las layer

Just use the File->Batch Convert/Reproject menu command and convert from GeoTIFF to GeoTIFF. You can use the Sample Spacing option on the batch conversion dialog to provide some multiplier for the pixel size.
This works for raster/grid formats, but not for LAS which is a point cloud format. Do you just want to thin the LAS file? You can do that by providing a preview spacing size for how many points to skip between reading them.
There isn't support for writing out new ADF files, but you could convert them to another grid format in the same way.
